PROJECT DESCRIPTION

Delta provided Phase I and II civil and electrical design for Franklin Avenue in the Village of Franklin Park.

The project will transform approximately 1.6 miles of the two-lane undivided Franklin Avenue corridor (between Manheim Road and Runge Street) into a five-lane undivided roadway.  The newly created roadway will feature:

• Two thru-lanes in each direction
• A dual-turning central lane giving way to left turn lanes (with added capacity at intersections)
• Additional right turn lane where right of way permits
• New sidewalks for pedestrians

This includes geometric design improvements that will facilitate commercial truck traffic mobility through the avenue’s intersections. Under this program, Franklin Avenue’s traffic carrying capacity will be more than doubled.

INTERSECTION DESIGN STUDY (IDS) & TRAFFIC SIGNALS

Under Phase I, Delta prepared IDS for the following intersections:

• Franklin Ave / Wolf Road
• Belmont Ave / Williams Dr
• Belmont Ave / Manheim Rd

The following standard IDOT design components were required:

• Proposed geometric improvements
• Signalized capacity design analysis using HCS7 for 2050 traffic projections
• Design vehicle (WB-65) turning analysis using AutoTURN

During Phase II, Delta provided traffic signal installation and interconnect plans:

• New signal at Williams/Belmont
• Temporary and existing signal modernization at Franklin/Wolf and Belmont/Manheim

LIGHTING

Under Phase I, Delta prepared a conceptual lighting report which included analysis for multiple conditions including roadway, intersection, underpass, and railroad crossings.

Under Phase II, Delta prepared complete PS&E for roadway and interesection lighting including removals and temporary lighting. The LED lighting followed Village of Franklin Park’s design requirements. ComEd Utility coordination was performed, including load letters, for new service along Franklin Ave. As part of Phase III, Delta will provide construction management services for RFI responses and shop drawing reviews.
